Jay Parkhill

Hello Jill,

This summary of WA law on payroll obligations is interesting. I wrote a somewhat-similar guide to CA law on the issue here.
http://blog.jparkhill.com/2009/02/05/managing-cash-and-payroll-risk-in-troubled-times/

My question for you is- what should employers in WA do if they don't want to fold but can't afford to pay everyone at their full rates?

Thanks
